50 Years Begging to Breathe: Puna’s Toxic Geothermal Nightmare – Why Hawaii’s “Clean” Energy Lie Is Poisoning Families (And Regulators Keep Looking Away)

Puna families have been screaming into the void for half a century. Rotten-egg smells that burn your lungs. Headaches that never stop. Kids with breathing problems no doctor can fully explain. This isn’t “renewable energy done right.” In Hawaii’s volcanic hotspot, geothermal isn’t clean—it’s a toxic industrial neighbor that’s been gaslighting communities since the 1970s.


The science is crystal clear. The doctors’ reports are public. The community testimonies fill thousands of pages. Yet here we are in April 2026, still waiting for real protection while Puna Geothermal Venture (PGV) pushes for more power output. Enough. This blog is for Puna residents, for the keiki who deserve clean air, and for anyone tired of corporate profits trumping human lives. The Health Studies They Can’t Hide (And the Ones They Refuse to Do) :


It doesn’t take a rocket scientist—Puna’s own medical evidence has been screaming since the 1990s.

Dr. Marvin Legator’s groundbreaking 1996–1997 study (published 2001) tested Puna residents against three reference communities. The results? Significantly higher rates of industrial H₂S-linked symptoms: respiratory irritation, headaches, nausea, cognitive fog, and more. Treating physicians like Drs. Sherman, Ruben, Dundas, and Kilburn directly linked patient illnesses to geothermal releases—especially after the 1991 blowout that vented thousands of pounds of toxic gas.


Fast-forward to the 2013 Geothermal Public Health Assessment (the Adler Report)—the most comprehensive review ever done for Puna. It found:


Higher low birth weights

More mood and anxiety disorders

Elevated respiratory problems compared to state averages

The report slammed monitoring as “inadequate and decentralized.” It demanded real-time data at breathing height, fugitive emission tracking, and a full meta-analysis of low-level H₂S effects on lungs and the nervous system. It called for an independent, robust health study comparing Puna to control groups—hypothesizing worse central nervous system damage near peak exposures, which they STILL refuse to do.


What happened next? Nothing:


No comprehensive follow-up studies in 13 years, only false promises to the families suffering with immense chronic health issues in PGV radius. No peer-reviewed updates. Community petitions in 2025 are still demanding the exact studies the 2013 report said were urgent. Regulators and industry point to “no evidence” while ignoring the gap they created. An 1984 DOH study already flagged higher chronic respiratory issues in Leilani Estates and Hawaiian Beaches. Doctors have documented the trauma. Residents live it daily.


This isn’t science denial—it’s deliberate neglect. Without independent, ongoing studies, PGV gets to claim safety while Puna pays with their health.


Global Geothermal Reality Check: Hawaii’s Regulations Are Shockingly Weak:


Other countries treat geothermal like the high-risk industrial operation it is. Hawaii treats Puna like an afterthought.


Studies from New Zealand, Iceland, and Italy show real risks—respiratory issues, certain tumors, and chronic exposure effects near plants. But those places have strict rules:


Real-time public monitoring at community breathing zones

Automatic alerts during upsets

Mandatory seismic tracking (critical on active volcanoes)

Independent health surveillance baked into every permit

Iceland’s framework is a model: detailed resource monitoring, environmental enforcement, and public involvement through a Master Plan that weighs impacts against preservation. New Zealand requires social and cultural considerations, strict codes of practice, and transparent data. Even the Philippines and Italy integrate better emission controls and emergency protocols.


Now lets compare to Puna, Hawaii:


Zero required seismic monitoring laws for PGV—on the most active volcano in the world.


Monitoring stations? Three DOH + PGV-operated ones that residents say are often offline or misplaced since 2018. No guaranteed real-time breathing-zone data in Pahoa, Leilani, or Kalapana.


No automatic community sirens or notifications for releases.


EPA acute exposure guidelines exist but aren’t enforced for chronic low-level H₂S in our unique hotspot geology.


Permits prioritize production quotas over proven community harm.


Hawaii regulators decentralized responsibility across agencies with no single accountable system for emergencies. The 2013 report warned about this exact failure—and it’s still the status quo. While the world learns from mistakes, Puna keeps paying for them.


Current Permits in 2026: Still Dragging, Still Risking Lives :


PGV’s air permit modification (NSP No. 0008-02-N) is still pending as of April 2026. Applied in December 2024 to boost from 41 MW to 46 MW, the public hearing was December 8, 2025, in Pahoa. Dozens testified against it. Hawaii DOH Clean Air Branch? Still “considering and drafting responses to comments.” No final decision.


They claim “no change in potential air emissions.” Lol ! As if! Meanwhile, UIC injection well mods were quietly approved in December 2024. Production is running, but the same old monitoring gaps remain: unreliable stations, no source-level tracking during upsets, and zero independent verification that Puna families are safe.


This isn’t oversight. It’s a system designed to keep the plant running while communities stay in the dark.


Puna Deserves Better—This Is Environmental Injustice at its finest.


50 years of blowouts, leaks, noise, stress, and unstudied health impacts. Sacred lands desecrated. Cultural trauma layered on physical harm. Doctors, scientists, and residents have all said the same thing: Geothermal is NOT clean in Hawaii. The hotspot geology + weak rules = avoidable suffering.


Puna isn’t anti-energy. We’re pro-accountability. We’re pro-keiki who shouldn’t grow up coughing. We’re pro-‘āina that deserves protection.
