The Staircase of Neglect: How Engineered Basins and Private Land Trusts Caused the Naʻālehu Flood


Aloha ʻĀina and the Broken Ahupuaʻa


For centuries, the traditional Hawaiian ahupuaʻa framework protected life, land, and water across our islands. Water was managed holistically from ridge to reef—prioritizing ecological balance, natural stream flow, and community safety over commercial extraction.

When industrial sugar plantations altered the natural topography, they carved horizontal ash-bed collection tunnels (such as the W.O. Clark and Noguchi tunnels) thousands of feet into the mountain slopes. They constructed earthen holding basins downhill to feed private flumes and agricultural operations.  


Today, natural stream channels remain overridden by this unmaintained, century-old infrastructure. When extreme weather strikes, natural floodplains no longer dissipate water safely. Instead, engineered diverters collect millions of gallons until structural integrity fails, sending massive runoff straight down man-made choke points.  


The Spatial Reality: What Happened in Naʻālehu


Initial public reporting and online comments dismissed upstream structural failures, pointing to visible, intact lower reservoirs to label the disaster a "natural occurrence." A step-by-step spatial breakdown of the mountain gradient reveals the true physics of the breach: 

 

  • High-Elevation Collection (1,500–3,500 ft): Horizontal ash-bed tunnels bleed mountain groundwater continuously, funneled downward via chutes into lower agricultural infrastructure.  

  • Mid-Elevation Storage Failure (~1,100 ft): Legacy earthen storage basins act as the primary choke point. Extreme saturation caused a structural blowout rather than a gradual spillover.  

  • Chute Acceleration (Kaʻalaiki Gulch): Millions of gallons of escaped mud and water concentrated directly into the natural chute of Kaʻalaiki Gulch and down Kaʻalaiki Road.  

  • Terminal Impact Zone (~700 ft): Downtown Naʻālehu sits directly at the mouth of this drainage corridor, receiving the full, unfiltered force of the accelerated debris torrent.

Beyond the Cemetery: Total Devastation Across Naʻālehu

The sheer volume and force of this blowout did not just flood streets—it violently reshaped our entire town.

  • Homes Destroyed and Swept Off Foundations: Over a dozen homes south of Highway 11 were picked up, floated, or torn completely off their foundations by 5-foot-deep torrents of water and thick volcanic mud.

  • Loss of Life and Displaced ʻOhana: The torrent claimed the life of a 90-year-old neighbor swept away from her Waiʻōhinu home, leaving families grieving and dozens of residents stranded without basic shelter or power.

  • Commercial and Cultural Anchors Buried: Downtown anchors like the Punaluʻu Bake Shop were left buried under three feet of mud and thick rock debris, while Highway 11 was blocked by walls of uprooted ʻōhiʻa trees and boulders, completely severing Kaʻū from Hilo and Kona.

  • Uprooting Naʻālehu Cemetery: The sheer force of the mudslide breached the lower-lying cemetery, unearthing burial sites, washing away headstones, and disturbing the final resting places of our ancestors.  

This level of destruction is not an unpredictable act of nature. It is the direct consequence of millions of gallons of water being artifically concentrated and unleashed by failing plantation networks.  


Holding Liable Entities Accountable


Following the collapse of the sugar industry, vast acreage and hidden mountain water networks transitioned to major private entities, including the Edmund C. Olson Trust II (which restored and manages active tunnel access points like W.O. Clark for private agricultural water supply).  


While commercial sugar operations ceased, structural hazards remain embedded in the mountainsides above local residents. Leaving legacy earthen holding basins unmonitored while retaining private land ownership creates persistent hazards.  

  • The Olson Trust & Private Landholders: Hiding behind dense forest lines and pointing to separate intact surface reservoirs does not erase corporate negligence or upstream structural duty.  

  • State of Hawaiʻi & DLNR: The Department of Land and Natural Resources and state regulatory bodies must enforce strict dam and reservoir safety oversight across legacy plantation systems—requiring immediate inspection, maintenance, or mandatory deconstruction rather than allowing unmonitored earthen walls to threaten human lives and sacred land.  


Restoring Community Sovereignty

Protecting Hawaiian communities requires restoring traditional hydrological frameworks and local governance over mountain watersheds.  

  1. Decommission Hazards: Man-made diversion networks that channel water into residential choke points must be identified, deactivated, or safely decommissioned.  

  2. Restore Natural Flow Paths: Stream channels within the ahupuaʻa must be allowed to dissipate flow naturally across traditional floodplains.  

  3. Assert Indigenous Governance: Watershed management must return to local caretakers who live on the land and understand the terrain, removing control from absentee land trusts and restoring true aloha ʻāina.  


ACCORDING TO OFFICIAL DOCUMENTS : The specific technical and historical details regarding the Nāʻālehu water infrastructure, mountain tunnels, and earthen reservoirs documented in State and USGS records include:


  • Mountain House Tunnel (Nāʻālehu): Bored over 7,000 feet horizontally into the slopes of Mauna Loa above Nāʻālehu. It was constructed by the Hutchinson Sugar Plantation Company to tap perched groundwater trapped above impervious Pahala ash beds. It is one of the primary historical tunnels in the area that continues to feed municipal/domestic water systems in Nāʻālehu.

  • Ash-Bed Horizontal Tunnels: The system relies on 38 documented horizontal tunnels across the Kaʻū district (including the Mountain House, Clark, and Noguchi tunnels). Designed alongside USGS geologist W.O. Clark in the 1920s, these tunnels intercept rainwater flowing horizontally over subterranean ash layers.

  • Earthen Holding Basins & Flume Systems: Mountain tunnel water was historically directed down the slopes via miles of wooden flume trestles into high-elevation earthen storage reservoirs and plantation basins above the Nāʻālehu townsite.

  • System Abandonment & Current Status: Following WWII, sugar operations transitioned to deep-well electrical pumping, leading to the abandonment of the upper flumes, unmaintained earthen basins, and most mountain tunnel portals after the late 1940s. Remaining earthen structures fall under DLNR Dam Safety oversight due to retention and overflow dynamics during severe precipitation events.
